Guidance on co-development project collection (Issued on September 30, 2010)

Established in October, 2008, South China Center for Innovative Pharmaceuticals (hereinafter referred to as “SCCIP”) is a private non-enterprise organization to provide general services in new drug innovation activities (non-profit organization), and is a major part of the project focusing on new drug screening and evaluation, initiated by Guangdong Government in 2008, which is also an important move adopted to cope with nationwide strategy for construction of new drug innovation system. The SCCIP is listed as one of the independent innovation entity as mainly supported inThe Pearl River Delta Region Planning Framework(2008-2020)approved by the State Council. In the key projects of the “Innovation and Production of Major New Drug” in the Eleventh Five-Year Plan, SCCIP is granted the title of “South China Comprehensive New Drug R&D Platform”, and is one of the fifteen national large platforms in the new drug innovation. The research fund of 700 million Yuan has been confirmed in the past 3 years. The mission of SCCIP is to merge regional superior resources of new drug innovation both at home and abroad, explore the new mode for new drug innovation, and follow the route for new drug innovation, having China’s character so as to allow SCCIP to have a proper place as a strategic base in the field of national new drug innovation, exerting a great influence worldwide, to devote ourselves to structure transformation of Guangdong medical industry as Guangdong new drug independent innovation capability and industrial competitiveness are strengthened.  

As an accelerator in the medical industry, SCCIP is essentially a service organization to provide new drug innovation services. First, it speeds up development and industrialization for new drug innovation projects and facilitate the growth of enterprises of new drug innovation, secondly, it speed up escalation of creativity and competitiveness in regional medical industry. SCCIP does not take part in R&D activities, but than organize R&D activities and service; SCCIP is not a competitor of  the universities and institutes, but is reserved as a compensative partnership and service relation in interaction. 

At present, SCCIP adopts a number of modes to collaborate with project owners (including any entity and individual at home and abroad). To further bring the role of SCCIP into play and to promote R&D of new drug in the medical industry in Guangdong or even in China, SCCIP sincerely hopes to work with more entities or individuals in a number of aspects in order to jointly improve and speed up the new drug innovation. 

I. Scope of collection

Under the principle of “general collection, bi-directional selection, sincerity to each other, equal cooperation, share of both risk and benefit”, SCCIP will collect co-development projects all over the world. The project owner could be any entity or individuals. 

II. Requirement of project

The project indicated here refers to new drug (including chemical drug, TCM and bioproduct) at any R&D stage  from pre-clinical trial to having the production approval number, or in-vitro diagnostic reagent or new medical device at the different development stage. 

III. Cooperation manner

According to the different project, SCCIP collaborates with the project owner with various feasible modes so as to smoothly promote progress of the project R&D. 

This cooperation follows the principle of “share of both risk and benefit”, namely SCCIP jointly bear the risks occurred, pursue with full strength the success of the co-development project, jointly share outcome with the project owner only if the project achieved the cooperative goal (receive the approval license for clinical trial or new drug certificate), and SCCIP would not claim for refund or compensation as investment for the project if the co-development project fails. 

IV. Investment mode

Depending on the needs in the R&D of the co-development project, SCCIP provides the project owners with various types of investment, mainly including: 

1.    Fund investment: up to date since the foundation, SCCIP has prepared 700M Yuan for R&D. The total fund investment for each co-development project is as high as 10M Yuan. 

2.    Experimental condition: located scenic spot of Guangzhou Science City  SCCIP has furnished modern laboratories totaling floor space of 25,000 square meters, equipped with various instruments and devices in an internationally advanced level, including NMR, QTRAP, etc... 

In addition, in accordance with practical requirements of co-development project for R&D on the basis of present resources, integrated with market situation under full consideration, SCCIP  solely constructs the specialized laboratory as a platform to satisfy the requirement of co-development project (e.g. biotechnology, special preparation, pharmacodynamics and pharmacokinetics, etc.).. The project owner has the specialized platform use priority right with favorable term. 

3.    Technical services: adhering to the service-oriented concept, SCCIP provides, besides fund investment, by integrating internal and external technical resources, all-round technical service including information service, intellectual property, quality study and validation, animal experiment, clinic trail, new drug registration, so as to effect the formation of R&D capability in new drug innovation chain, to improve efficiency of R&D and speed up development and industrialization of projects. 

V. Procedure of evaluation

After the project owner submit the introduction documents of the co-development project, the  Project Development Department of SCCIP  hold the preliminary, screening meeting to  confirm that project, satisfies the requirement of evaluation (or the supplemental documents need to be present by  the project owner ), followed by the assessment meeting where the technical assessment committee consisting of the  SCCIP experts and external experts reviews and discusses the applied project from the aspects of druggability, originality, maturity and marketability.  . Once the project passes the evaluation, SCCIP negotiates with the owner for further cooperation, then signs a cooperation agreement, and initiates co-development R&D until the cooperation goal is achieved. 

VI. Application

Note: Project owners are welcomed to submit the project introduction documents in an Information Form of Co-development Project (see the annex. You may also download it from our website) which is available in our website, or other types of documents to introduce the project with Information Form of Co-development Project. 

SCCIP will keep confidential the documents submitted and will not use them for other purposes if the co-development project fails to proceed. Thank you for your understanding.
